The LITC, or Low Income Taxpayer Clinic at Centro Hispano, is a program that provides free assistance to individuals who have low income and need help with tax-related issues. Our main purpose is to ensure that low-income taxpayers have access to proper representation and advocacy within the tax system.
The LITC offers a range of services to eligible individuals, which include:
Tax Dispute Resolution
LITCs assist taxpayers who are facing tax controversies or disputes with the Internal Revenue Service (IRS). They can provide guidance, help negotiate with the IRS, and represent taxpayers in certain tax-related proceedings.
Education and Outreach
LITCs conduct educational programs and outreach activities to raise awareness among low-income individuals about their rights and responsibilities within the tax system. These initiatives aim to empower taxpayers with knowledge and promote compliance with tax laws.
Taxpayer Advocacy
LITCs act as advocates for low-income taxpayers, ensuring that their rights are protected and their voices are heard. They work to address systemic issues or challenges that may disproportionately affect low-income individuals within the tax system.

A taxpayer’s decision to utilize services from an LITC will not affect the taxpayer’s rights before the IRS.
It's important to note that LITCs primarily serve taxpayers with low income, typically below a certain threshold determined by the organization or program. They prioritize assisting individuals who may not have the financial resources to hire professional tax assistance and may face challenges understanding or navigating the tax system on their own.
LITCs play a crucial role in promoting fairness and equal access to tax services for low-income individuals. By providing free or affordable assistance, they help level the playing field and ensure that everyone, regardless of their income level, can receive the support they need to fulfill their tax obligations and address any tax-related issues they may encounter.
Under no circumstances will the Internal Revenue Service tolerate discriminatory treatment of taxpayers by its employees, or individuals who volunteer or work at Low-Income Tax Clinics (LITC), Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) sites. No taxpayer shall be subject to discrimination based on sex in educational programs or activities, or race, color, national origin, reprisal, disability or age in programs or activities supported by the Department of the Treasury – Internal Revenue Service. Taxpayers with a disability may require a reasonable accommodation in order to participate or receive the benefits of a program or activity supported by the Department of the Treasury – Internal Revenue Service. Our employees, and LITC, VITA, and TCE Site Coordinators and Managers, are responsible for ensuring that requests for reasonable accommodation are granted when the request is made by a qualified individual with a disability.
